基于城镇化融资视角的城市发展基金研究

Research on Urban Development Fund based on the Perspective of Urbanization Financing

城镇化进程中离不开融资问题,在如今PPP模式尚不清晰,地方债务加剧的情况下,城市发展基金有助于实现城镇化建设资金缺口与市场投资需求的对接,为新型城镇化提供资金和管理上的支持。基于我国城镇化融资发展现状,本文分析设立城市发展基金的因素,引入开发性金融理论支持城镇化建设,设计城市发展基金的运作模式,并对该模式存在的优势与风险进行进一步探讨,为我国城镇化建设过程中融资创新提供参考。

The process of urbanization can not succeed without Financing. Because the PPP model is not clear in implementation process and the local debt increases greatly, the city development fund could offset the financing gap and market investment demand for the construction of urbanization. This model also provide financial and management support to new urbanization. Based on the development of our country＇ s urbanization financing, the paper analyzes fac- tors of the establishment of urban development fund, using development finance theory to support the construction of urbanization, designing the operation mode of urban development fund, and discussing advantages and risks of the model in order to support financing innovation in the process of urbanization in China.
