摘要
以江苏为例,分析了工作起始年龄提高、平均预期寿命延长及平均"法定工作年限"缩短背景下延迟退休年龄的现实需要。由于民众存在延迟退休年龄即为延长工作年限的认识误区,使这一改革得不到普遍支持;基本养老保险公平缺失、基金统筹层次过低、缴费水平过高、待遇计发与调整办法不合理等则进一步形成了延迟退休年龄改革的障碍。基于此,我国应当在消除认识误区、破除制度障碍的基础上采取渐进式延迟退休年龄的改革,实施弹性退休制。
In the case of Jiangsu Province, the paper illustrates retirement age in the context of the raising of work starting age, the reality requirement for postponing the extending of average life expectation, and the shortening of average statutory working age. The reform can not be widely cause of the misunderstanding that postponing retirement age means supported beextending working age. Inequality of basic endowment insurance, and low level of overall fund arrangement, and high level of endowment, and inappropriateness of wage payment and its adjusting measures come up to build the obstacles against the reform which is to postpone retirement age. Therefore, misunderstandings should be got rid of, and system obstacles should be broken through, and progressive reform measures and flexible retirement measures should be implemented.
