论公共治理视野下的专利转化策略——基于浙江省高校数据分析

On the Strategies of Patent Transformation in the view of Public Governance——Based on the Data Analysis of the Universities in Zhejiang Province

高校专利转化率低已成为制约区域经济发展的瓶颈之一,造成这一现象的原因是多方面的。以浙江省高校授权专利为分析基础,通过抽样分析、问卷调查、典型案例分析等研究方法,定量分析高校可转化专利比例、产业化技术对接等问题,并从公共治理视角探讨高校专利转化方式及存在的问题,提出区域协同促进专利产权转化的针对性策略,以提升专利技术转化效率,增强高校服务社会的功能。

It is obviously that the rate of patents in universities and colleges in Zhejiang Province is low and it has become one of the bottlenecks restricting the development of economy. The reason is difference.Based on the analysis of authorized patents in colleges and universities in Zhejiang province,this paper discussed the problems of proportion of convertible patents and their technical exchange of industrialization by quantitative analysis through sampling analysis,questionnaire survey,typical case analysis and other research methods. It also analyzed patent transformation methods and existing problems in colleges and universities from the perspective of public governance,and then put forward targeted strategies of promoting the transformation of property rights of patents,so as to enhance the transformation efficiency and the function of the social service of colleges and universities.
