华北根据地乡村党员党费交纳之述论

Paying Party Membership Dues of Rural Members of CCP in North China Base

党员所交纳的党费是民主革命时期党的经费构成中的一个重要组成部分,按期自动交纳党费也是党章中所规定的党员基本义务之一,然而,华北根据地建立之初,乡村党员在交纳党费时却不主动、不自觉、不规范。党员教育的缺失、敌后形势的严峻,以及乡村党员经济生活的贫困,则是制约乡村党员交纳党费的主要因素。对此,华北根据地的各级党组织采取了多种行之有效的应对措施,随着党员教育的深入、惩罚机制的启动、党费交纳制度的调整,以及党员经济地位的上升,华北根据地乡村党员的党费交纳工作也有了很大意义上的进步。

The party membership dues constituted an important part of funds of CCP in period of the democratic revolution. Paying party membership dues was the basic obligations that the Party Constitution asked Members of CCP to perform. But the rural Members of CCP were not active, conscious and standard, when they paid party membership dues in North China Base. The lack of education, the cruelty of wartime situation and the poverty economic life were the major factor restricting rural Members of CCP to pay party membership dues. The Party Organizations took many effective measures, such as deepening education of rural Members of CCP, the start punishment mechanism, the adjustment of pay membership dues and the rising of rural Members of CCP economic status, the work of paying party membership dues had made great progress in North China Bases.
