当前我国城管执法存在的问题及对策

Problems and Countermeasures of Current Urban Management and Law Enforcement in China

在党的十八届四中全会作出依法治国决定的背景下,目前我国城市管理行政执法问题依然突出。通过介绍我国城管的执法依据、职权范围和法律地位,列举我国城市管理存在的诸多问题,提出从立法层面创建一部《城市综合治理管理法》,同时通过完善城管人员执法队伍建设、改进城管人员执法方式、遵守执法程序、健全城管执法监督机制等方式,合理解决目前我国城管执法存在的问题。

Under the background that the Fourth Plenary Session of the 18th Congress of the Communist Party of China （CCCP） decide to administer the country according to law, the problems of China＇s urban management and administrative law enforcement are still outstanding. Through introducing law enforcement basis, authority scope and legal status of urban management in China, this article lists many problems in urban management, and puts forward some reasonable solutions, such as creating a comprehensive urban management law, improving team con- struction, ways, procedures, supervision mechanism of law enforcement, etc.
