In order to increase the competitive power of state-owned enterprises and realize the optimization of human resources, state-owned enterprises should renew conception, introduce flexible employing mechanism, work out and promote personnel development plan and establish necessary measures of reward and mechanism of linkage and feedback for the purpose of bringing into full play the ability and creative power of the personnel and guaranteeing higher working achievements.
