摘要
研究目的:对土地要素投入影响城市经济增长的情况进行研究,定量测算经济系统中各要素的产出弹性、替代弹性及技术进步值,分析中部地区各城市土地要素的投入效率及与其他要素的竞争趋势,为省域差异化的土地资源管理决策提供参考依据。研究方法:随机前沿超越对数生产函数模型,实证研究法。研究结果:中部地区各省市土地要素的产出弹性持续增强,土地要素与其他经济要素的替代能力因地而异,其情况与各省市的经济发展现状基本相符。研究结论:(1)中部6省市当前的经济增长主要驱动力来自土地资源和劳动力资源,土地要素需求旺盛;(2)土地扩张与劳动力增加不可持续,提升劳动与投资效率,使用行政、经济手段抑制土地扩张,能够平衡好用地与发展之间的关系。
The purpose of this study is to research on the effectiveness of land element supplement on urban economic growth, and quantitatively measure the output elasticity, replacement elasticity and technology advance value of the elements in the economic system, analyze the efficiency of land element supplement and the trend of competition between land element and others in those cities of Central China as a reference to make differentiated provincial land resources management policy. Methods of stochastic frontier trans-log production function and empirical analysis are employed. The results indicate that output elasticity of land element in the cities of Central China continues to improve, the replacement capability of land element to other elements varies in different places, and the status basically corresponds to that of economic development in those provinces. The conclusion is that main driving forces of economic growth are land and labor resources in Central China, and the demand for land element is continually strong, and the input-output efficiency of capital element rises rapidly in some cities. Under the background of limitation on land expansion and unsustainability of labor force growth, conservation and protection of land resources, promotion of the efficiency of investment and labor, and administrative and economic means to curb the land expansion, will balance the relationship between land use and development.
