Selection and Promotion of Xianwei in and around Kaifeng Prefecture in Northern Song Dynasty

县尉是北宋县级政权中专司治安的重要佐官之一,由于其肩负着维护基层社会稳定的重任,故虽然地位卑微,却备受关注,尤其是直接负责京城地区社会治安的赤畿县尉,更是受到统治者的高度重视。在赤畿县尉的选拔过程中,一方面朝廷对入选者的官场出身、行政资历及业务能力等做了严格规定,以确保京畿地区的长治久安;另一方面作为近便优阙的赤畿尉也是权贵子弟竞逐的主要目标,大量不符合条件的贵游子弟充斥其间,在一定程度上影响着赤畿尉的整体素质。在迁转方面,与普通县尉相比,赤畿尉具有明显的优势,身为选人的他们往往能够获得直迁京官或越次提拔的优遇。

Although they are humble in status, they attract special concern since they shoulder the important task of maintain social stability.
