摘要
当前我国食品安全规制协调中暴露出协调意识薄弱、协调机制无序以及事故问责不到位等问题,对其规制效率造成不良影响。究其原因,可以归结为规制体系中缺少权威协管机构,规制主体间缺乏统一检测标准,规制主体内部缺乏多元分工监管方式,基层规制部门间缺乏清晰隶属关系,以及规制体系缺乏多元外部支持等5个方面。尽快建立基于国家安全委员会的权威协调机构,确立"分类监管"与"分段监管"相结合的部门分工,统一基层规制部门的隶属关系,提升市场与社会性组织在规制中的作用,是缓解目前我国食品安全规制协调失灵的有效途径。
Currently,some problems are exposed in China's food safety regulatory coordination,including the lack of coordination sense,various disorders and weak accident accountability,causing negative influences in regulatory efficiency.The reasons can be attributed into 5aspects:lack of authority coordination in the system,lack of unanimous standards among regulatory subjects;lack of labor multi-division monitoring methods,lack of clear affiliation among basic regulatory departments,and lack of external supports.Thus an efficient approach to solve the malfunction of our country's food safety system is to establish an authority based on national safety committee,a labor division that combines"monitoring according to category"and"monitoring by section",a clear affiliation among departments,and to give full play to the role of market and social organizations.
