全面深化改革视角下重构海关报关单结构的思考

Thought on Reconstruction of the Format of Customs Declaration from the Perspective of Deepening Reform in an All-Round Way

现行报关单结构对保障海关业务技术发展起到了无可替代的历史作用。随着海关业务改革不断深入,重构报关单结构,支撑海关发展成为必然。报关单结构重构不是一个单纯的技术问题,也不是一个单纯的业务问题。考虑到当下业务、技术发展的现实水平,报关单结构修改上,不设定条框限制,大胆对报关单结构进行重新设计,既要兼容现有业务系统,又要考虑未来业务、技术的发展,满足海关改革发展需要。重报关单结构是对现有报关单表头、表体的技术结构重新设计,不再采用报关单表头与表体这种结构,而是采用"总线结构"进行系统化的统一布局和系统设计,实现结构相对动态,具有自适应能力,可扩充性好的新报关单结构,符合三个范式的设计规范要求。

The current declaration format has played an irreplaceable role in ensuring the advance of Customs service. Reconstructing declaration format to support the development of Customs service, however, is the call of the deepening reform of Customs. The reconstruction is not simply a technical or operational issue. Given the current evolution of practice and technology, the current declaration format shall be redesigned boldly rather than be limited to certain regulations, with current and future practices as well as technological development taken into consideration, especially 1NF, 2NF and 3NF. Reconstructing declaration format means redesigning the header and the body, replacing the tradi- tional header-body layout with the systematic ＂bus structure＂, featuring flexibility, self-adaptability, expandability, and conformity with design requirement.
