论全面推进依法治国战略的意义及其实施路径

On the Significance and Implementation of the Strategy of Governing the Country according to Law

新中国成立以来,尤其是中国改革开放30多年来的法治建设经历了从法制到法治,从法治到全面推进法治的发展过程。全面推进依法治国战略对于推进国家治理体系和治理能力现代化,全面建成小康社会,实现民族复兴的夙愿,具有深远的历史意义和重大现实意义。落实全面推进依法治国战略,必须处理好四对关系:党的领导与依法治国的关系;国家行政与依法治国的关系;国家司法与依法治国的关系;全民守法与依法治国的关系。

From the foundation of People＇s Republic of China, especially the thirty years reform and opening： up, law construction developed from legal system to ruling by law, then to the full advance of ruling by law. This has deep historic and great realistic significance in modernizing the state management system and competence as well as building a moderately prosperous society to realize the national rejuvenation. In order to promote the strate- gy of ruling the nation by law, we must handle the following four pairs of relations well. The first is the relation between the Parts/s leadership and governing the country by law. The second is between state administration and it. The third is state justice and it, and the last is the relation between all people＇s abidance to law and it.
