内蒙古农村基层社会治理模式的选择与优化——以参与式治理为视角

The Choosing and Optimization of Social Management Patterns From the Perspective of Participation Management in Rural Areas in Inner Mongolia

基层治理是国家治理体系建设中基础而关键的组成部分。社会转型期,传统的社会治理形态正面临着合法性与有效性的双重挑战,外部压力难以形成内部改革的动力。参与式治理是公众参与理论在治理领域的应用,其实现路径在于进行治理模式的选择与优化。有序的参与式治理模式有助于完善基层社会治理体系、提升基层政府治理能力;有助于实现村民与村集体组织之间的互动与合作,有助于提高决策的质量和民主程度,减少执行中的阻碍;有助于培养具有公民意识的民众,向治理的理想状态——"善治"目标迈进。

Grass-root governance is the basic and key component in national management system construction. In social transformation period, traditional social management modes are faced with the dual challenges of legitimacy and effectiveness. Outer pressure can＇t easily become the motive for inner reforma- tion. Participatory governance is the application of public participation theory in management area. The way of realizing it is the choosing and optimization of management patterns. Orderly participatory mode is helpful in perfecting the grass-root social management system and improving the capability of local govern- ment. It enables the realization of interaction and cooperation between villagers and the collective organiza- tions. It also helps to improve the decision-making quality and promote democracy. The obstacles in imple- mentation will be reduced and the consciousness of citizens will be cultivated, which will be a step forward toward the ideal management state, namely ＂good governance＂.
