摘要
采用文献研究、定性分析、统计分析、地理信息系统技术等方法,通过整理2006-2014年北京市土地出让信息,分析北京市土地出让市场状况,为政府部门制定后续相关政策提供参考。研究发现,2009、2010、2011年以及2013年北京市土地市场火热,溢价率分布不均,出让地块空间分布集中在中心城区,土地供应计划、土地出让面积、溢价率水平等指标变化与住宅价格变化没有明显的相关性。研究认为,需要通过完善土地出让方式、科学确定出让地块起始价格、合理规划产业空间布局、综合措施调控房价等途径进一步完善北京市土地出让市场。
In this study, we have analyzed the Beijing land market situation by collecting land information from 2006 to 2014, through the methods of literature research, qualitative analysis, statistical analysis, geographic information systems technology and others, in order to provide a reference for the government to issue follow-up policies. The study finds that in years of 2009, 2010, 2011 and 2013, Beijing land market is hot, and shows the uneven distribution of premium rates, which means that the spatial distribution of land transfer is concentrated in the central city. We also find that land supply plan, land area, premium rate levels and other indicators have not significantly correlated relationship with changes of housing price. The study suggests that, we should further improve the Beijing land market by improving the land transfer methods, scientifically determining the starting price of land transfer, rational planning the industrial layout, implementing comprehensive measures to control housing prices and other ways.
