摘要
珠三角地区在市场倒逼机制作用下,探索出减量规划、市场配置、城市更新、三旧改造、生态修复等典型模式,但是仍然存在土地开发强度过高且产出效率低、土地碎片化程度高、现有政策性瓶颈制约、利益协调机制亟待完善等诸多难题。为此,需要从规划引领、二次开发、生态利用、改革创新、监管考核等方面进一步提升节约集约水平。
Under the market anti-driving mechanism, the typical patterns such as reduction plan, market allocation, urban renewal, and three old reconstructions(old towns, old factory building, and old villages) have been figured out in Pearl River Delta. However, not only recognizing what they have achieved so far, but also seeing the considerable challenges they currently face, for example, too intensive land development and low output efficiency, high land fragmentation, existing policy-related bottlenecks, and interest coordination mechanism needs to be perfect. In light of this, this paper points out that they need to further enhance the level of economical and intensive use of land from the following: plan leading, secondary development, eco-utilization, reform and innovation, supervision and assessment.
