摘要
针对当前住区适老化改造普遍存在的内涵和标准不清晰、规划实施抓手不足和配套规划管理技术规定滞后等问题,文章明晰居住宜老、活动便老、设施为老的适老住区内涵和评价标准;提出建立弹性改造清单、构建上下位规划动态联动机制、规范规划管理、设立专项改造基金、创新住区自我更新的利益激励与合理分配机制等促进住区适老化改造有效实施的对策建议;呼吁在市场化和社会化参与的改造型规划日渐主导的趋势下,城乡规划应重新审视其社会效用,成为多方协作的平台。
The paper analyzes the problems of neighborhood renovation for senior people, and puts forwards evaluation standards and renovation strategies: flexible renovation list, interactive mechanism of different plans, regulation of management, special funding, self renovation and allocation mechanism. Urban rural planning shall play the role of coordination in senior community renovation.
