The Four-Party Game and East Asian Order

中、美、日、东盟四股力量相互影响、相互制约,使得东亚秩序处于重构之中。当前东亚秩序建构面临的最大挑战是:中、日、东盟、美等四股战略力量之间正在展开着新的博弈,难以就未来目标达成一致,甚至在地区稳定与繁荣上也出现了越来越多不同的考虑。鉴于此,中国应当充分认识自身崛起的地区效应,完善东亚共同体的中国论述,推动地区制度建设的顶层设计,致力于以汇聚共同利益为基础开展开放的东亚共同体建设,通过制度化合作发展东亚利益共同体、责任共同体,大力促成东亚命运共同体,培育建立在共同利益基础之上的平等、合作、互利、互助、开放的东亚秩序。

The cooperation and competition among China,the United States,Japan,and ASEAN is reshaping the East Asian order. The biggest challenge in establishing this order is that the four forces are engaged in a new game and will be unlikely to reach a consensus on the future objective. They have more and more different considerations on the regional stability and prosperity. Against this background,China should fully realize the effects of its rise in the region,improve the Chinese discourse on East Asian community,promote the top-level design of establishing regional institutions,devote itself to the construction of an open East Asian community based upon common interests,develop an East Asian community of common interests and responsibilities through institutionalized cooperation,make great efforts to realize an East Asian community of a shared future,and cultivate an equal,cooperative,mutually beneficial,and open East Asian order that is based on common interests.
