实现社会公平不仅是现代社会普遍追求的发展目标,更是社会主义的核心价值观念。平等与效率是构成社会公平的两大基本要素。社会公平的实现过程就是平等与效率的边际技术替代率趋于一致的过程。实现社会公平主要通过政府制度和市场制度的创新来进行。现阶段,政府制度创新具有主导性作用,其具体目标是"法制健全、廉洁高效、重信守诺、开放负责、权变包容"。

Realizing social justice is not only a development goal of modern society,but also the core value of socialism. The equality and efficiency are two basic elements of social equity. The implementation process of social equity is the process that marginal rate of substitution of the equality and efficiency tends to be consistent. Realization of social justice requires innovative system of government and market institutions. At this stage,government innovation plays the leading role,the specific objectives include a sound legal system,clean and efficient,keeping promises,open and accountable,contingency and tolerance.
