公共草场由于产权模糊而容易造成破坏性使用,影响经济发展的可持续性。从这个角度出发,提出我国自然资源管理应逐渐向所有权和使用权相分离的方向发展,清楚地界定产权拥有者的责、权、利和义务关系,才能保证对自然资源的合理有效利用以及经济的可持续发展,保证政府的所有者收益。

In a pasture open to all, it is to be expected that each herdsman wi ll try to keep as many cattle as possible on the commons,the consequence is over grazing and erosion. From this point of view, the management mode of natural res ources of China should change towards the separation of ownership and use rights . Only the clearly identities of responsibility,rights,profits and obligation of the property rights owner can support the sustainable economic development and realize the effective utilization of natural resources, and guarantee the revenu e of government as a owner of natural resources.
