近年来,随着城市经济的快速发展和人口的不断增加,城市空间无序蔓延所造成的生态环境恶化现象愈演愈烈,各地尤其是西北生态脆弱的河谷型城市,应从生态安全的角度出发,确定城市规划区(UPA)。文章从UPA所具有的空间性和时间性入手,通过对UPA的确定方法与研究思路的分析,构建生态敏感性评价体系,并以甘肃省和政县为例,详细论述了河谷型城市UPA的确定方法和确定流程,以期为此类型城市UPA的确定提供可供借鉴的思路和方法。

Fast urbanization has caused serious ecological problems in many cities. Urban Planning Area（UPA） shall be defi ned with ecological consideration, especial y in the northwestern val ey cities. The paper discusses the space-temporal characters of UPA, analyzes the method and concept of UPA requirement, and demonstrates the specifi cation and process of UPA in Hezheng county case of Gansu province.
