摘要
进入21世纪特别是2008年全球金融危机之后,受新兴国家群体性崛起和自身内外交困等现实因素影响,欧盟全球治理观呈明显的实用主义转型态势,具体表现为积极响应"一带一路"倡议、为IMF份额改革做出让步、在TTIP和区域安全等领域与美国保持协调等。欧盟全球治理观的实用主义转型并不意味着对其传统规范导向的全然摒弃。很大程度上,在实用主义与规范导向之间的实用主义选择,成为欧盟全球治理观转型的另一重要特征:在其有利于欧盟利益时,规范导向可能再度成为主导性理念;反之,实用主义全球治理观可能占据主导。作为当今世界主要的实力中心,在防范全球经济风险、推动可持续发展等方面,中美欧三方需要逐步摒弃分歧、增加对话、加强合作,共同塑造未来世界的格局。
The EU has taken a more pragmatic outlook on global governance since the beginning of the twenty-first century, especially after the 2008 financial crisis. Its members have embraced China's 'One Belt, One Road' initiative, made concessions on reforms of IMF quotas, enhanced coordination with the United States on issues ranging from TTIP negotiations to regional security. The turn to a more pragmatic outlook does not necessarily mean that the Union has relinquished its normative power. Instead, the Union has taken a middle-ground and more flexible approach. As three major forces in the world, the EU, China, and the U.S. should put aside their discords, increase dialogues, and strengthen cooperation regarding preventing and managing global economic risk and promoting sustainable development with a view to building a new pattern of international order.
