吉林省弱势群体就业现状及保障性就业政策分析——基于欧盟灵活保障就业制度的经验

摘要 弱势群体的就业问题事关整个社会的和谐、稳定与发展。在借鉴欧盟国家实施灵活保障就业制度有益经验的基础上,结合吉林省弱势群体就业及劳动力市场灵活性和保障性的现状,提出促进吉林省弱势群体就业的若干保障性政策建议,包括:适当限制就业过度"灵活化";采取措施保障弱势群体就业"安全性";积极劳动力市场政策和消极劳动力市场政策的有机结合;强化失业保险功能,构建弱势群体就业援助体系;建立健全社会对话协商机制。
