From the perspective of hospital operation, a surgical scheduling model including the set- up time between consecutive surgeries and that between surgical teams was built up. The learning effect in both surgical duration and the setup time between consecutive surgeries as well as the deteriorating effect in the setup time between consecutive surgical teams was considered. The minimum of completion time of all the surgeries was set as the objective. The results show that the completion time is the shortest when each surgical team performs surgeries according to the non-decreasing order of normal surgical duration and all the surgical teams enter operating room according to the non-decreasing order of given multinomial. Finally, a set of numerical experiments are presented to simulate the process of surgical scheduling, proving that the proposed surgical scheduling model can shorten the surgical completion time effectively.
