以制度化筑牢网络反腐新防线

Building a New Network Anti-corruption Defense Line through Institutionalization

网络反腐已经成为我国反腐的一种重要手段。由于缺乏相应的制度规范,网络反腐存在反腐信息真假难辨、失真的网络民意审判、举报信息提前扩散等问题,甚至可能会引发社会群体事件。要克服其自身无法克服的缺憾和问题,实现其功能的最大化,网络反腐就必须与制度反腐相衔接,制度化是网络反腐的根本保障。应该从加快网络反腐法制建设、健全网络反腐工作运行机制、完善网络信息公开制度、强化网络舆情监控、加强网络反腐廉政教育机制建设等五个维度来构筑网络反腐长效机制,为网络反腐制度化提供路径选择。

Network anti-corruption has become an important means in the fight against corruption in China. However,due to the lack of corresponding institutional norms,there are of ten problems such as difficulty in distinguishing true andfalse information,distorted opinions of netizens,and advance diffusion of tip-off information,which sometimes mayeven cause mass disturbances. In order to overcome its defects and problems and maximize its function,network anti-corruption must be institutionalized. A long-term mechanism for network anti-corruption should be established in the fol-lowing aspects:accelerating the legal system construction,improving operation mechanisms and network informationpublicity system,intensifying network public opinion monitoring system,and streng thening network anti-corruption education.
