Theoretical and practical research on meta-evaluation of work safety standardization

安全生产标准化评审是评判安全生产标准化质量的重要手段,为了维护安全生产标准化评审活动的科学性、权威性和合目的性,需要对安全生产标准化评审活动本身进行评估。针对安全生产标准化评审工作,提出应用元评估方法,从目标适切性、方案可行性、过程精确性和结果有效性4项基本要素的角度,对安全生产标准化评审进行价值判断;并通过实践研究,从元评估的方案设计、组织实施到结果应用,全面探究安全生产标准化元评估的实现方式。结果表明,安全生产标准化元评估可以为安全生产标准化评审体系和实践的完善和改进提供依据。

The accreditation of work safety standardization is an important means to judge the quality ot work satety standardization. In order to maintain the scientific nature, authority and goal-reaching of the standardization accred- itation, it is necessary to evaluate the accreditation activities of work safety standardization themselves. Aiming at the accreditation of work safety standardization, the meta-evaluation method was proposed to judge the value of ac- creditation on work safety standardization from four basic elements including target appropriateness, scheme feasi- bility, process accuracy and result validity. Through case study, the realization method of me-ta-evaluation on work safety standardization was discussed from scheme design of meta-evaluation, organization and implementation to re- sult application. The results showed that the meta-evaluation of work safety standardiza-tion provides the basis for the imorovement of accreditation system and oractice.
