禁烟令实施前后绿园区公共场所吸烟与控烟情况比较分析

The Implementation of the Smoking Ban in Public Places after Luyuan District Smoking and Tobacco Control Measures

目的通过对245家医院、旅店、网吧、餐馆进行探访,分析比较禁烟令实施1年前后绿园区公共场所吸烟与控烟措施的变化情况,进行比较分析,为公共场所控烟工作提供建议。方法自行设计调查问卷,随机对长春市绿园区245家医院、旅店、网吧、餐馆进行观察性调查。结果禁烟令实施后,吸烟网吧比例占66%,餐馆吸烟场所比例为43.75%,旅店吸烟比例占41%,医院禁烟效果最好,基本没有吸烟人群。7种控烟措施中,烟草广告基本没有在公共场合出现;旅店、网吧售卖烟草情况仍很严重;59%的旅店、40%的网吧和18.75%的餐馆仍有烟具摆放;禁烟标志的摆放率较高;控烟宣传的执行力低,除医院有相关专业宣传外,其余公共场所控烟宣传力度有限;吸烟劝阻和罚款的执行力度最低。结论此次禁烟令力度较大,但并未完全控制和改善绿园区公共场所吸烟问题,建议完善处罚条款,明确监督检查机构,加强政府监督力度,提高吸烟人群控烟措施地普及。

Objective To 245 hospitals, hotels, cafes, restaurants, visits by analysis, compared to ban the implementation of changes before and after 1 year Luyuan district public places smoking and tobacco control measures, are analyzed and compared, for tobacco control in public places provide recommendations. Methods A self-designed questionnaire survey and random observational survey of 245, Luyuan District, Changchun City, hospital, hotel, Internet cafes, restaurants. Results After the implementation of the smoking ban, the proportion of smoking in the Internet accounted for 66%, the proportion of smoking in restaurants was 43.75%, the proportion of smoking in hotels accounted for 41%, the effect of smoking was the best, and the people had no smoking. Seven kinds of tobacco control measures, tobacco advertising basically no in public appeared; hotels, cafes selling tobacco situation is still very serious; 59% of hotels, 40% of Internet cafes and 18.75% of restaurants still smoking placed; the no smoking signs placed a higher rate; tobacco control advocacy of the executive power is low, in addition to the hospital have relevant professional propaganda and other public places smoking propaganda Co.;discourage smoking and fines enforcement is the lowest. Conclusion The smoking ban larger efforts, but did not completely control and improve Luyuan District, smoking in public places, it is suggested to improve the penalty clause, clear supervision and inspection mechanism, strengthen government supervision, improve the popularity of smoking tobacco control measures.
