Study on Policies Combating Wildlife Trafficking in U.S.——Explanation and Analysis of the Executive Order-Combating Wildlife Trafficking

野生动植物是人类社会可持续发展不可或缺的环境资源,打击野生动植物非法贸易成为国际社会的共识。文章首先介绍了美国发布和实施《打击野生动植物非法贸易行政令》的背景,指出该行政令对于美国非洲政策的重要性;其次从政策目标、设立、成员、功能、野生动植物非法贸易顾问委员会、总则6个方面介绍了行政令的主要内容;最后对行政令的特点和作用进行了评析,并讨论了其对我国完善打击野生动植物非法贸易工作的启示。

Wildlife is fundamentally environmental resource for sustainable development of human society. It is a common sense to combat wildlife trafficking globally. This paper starts with introducing background of publication and implementation of Executive Order-Combating Wildlife Trafficking, and points out that the order is full of im- portance for U.S. African policy. The paper then describes main contents of the Order from aspects of policy, estab- lishment, membership, function, advisory council on wildlife trafficking, and general provisions. The paper finally evaluates and concludes characteristics and functions of the order, and then discusses implication of the Order for combating wildlife trafficking in China.
