摘要
借鉴产业聚集指数,本文建立了科技人才聚集空间结构系数来反映科技人才聚集的变化态势。并据此应用DEA-Tobit两步法,基于2003—2013年的相关数据,分析中国科技人才聚集的区域演化对区域创新效率的影响。结果表明:中国区域创新效率整体水平不高,经济发达地区整体上高于经济欠发达地区;科技人才聚集强度与科技人才聚集均衡度对区域创新效率具有促进作用;科技人才聚集规模对区域创新效率具有负向影响,主要因为当前的科技人才聚集规模与区域创新效率不匹配,经济发达地区科技人才过度聚集,而经济欠发达地区科技人才聚集不足。
To reflect the change trend of scientific talent accumulation, the scientific talent accumulation coefficient is established referring to the index of industry agglomeration. Based on 2003-2013 data, the paper uses DEA-Tobit two-step method to analyse the impact of regional evolutionary trend of Chinese technological talent accumulation on regional innovation efficiency. The results are as follows. The level of regional innovation efficiency is not high. The economic developed area is higher than less-developed region. The strength of technological talent aggregation and the balance degree of technological talent aggregation have a positive influence on regional innovation efficiency. The scale of technological talent aggregation has a negative effect on regional innovation efficiency, because the current scale of technological talent aggregation does not match regional innovation efficiency, technological talents gather over in the economic developed area, but talents do not gather enough in the economic less-developed region.
