摘要
在区域高校图书馆联盟的管理和领导体制问题上,许多论者把希望寄托在领导和管理体制的行政化和权威性上,这是严重的认识偏差。区域性高校图书馆联盟领导和管理机构行政化违背高校体制改革的大方向,并威胁高校图书馆的独立和个性发展。区域高校图书馆联盟建设的核心是各高校图书馆内部的资源共享机能的建设和法治背景下图书馆间的契约规范建设。区域性高校图书馆联盟应坚持独立图书馆之间的松散联结的性质,而不能行政化、机关化。
On the management and leadership system of regional academic libraries union, many views and based on adminis- tration and authority of the system. On my view, there is a critical misunderstanding on the system. The administra- tion of management and leadership system of regional academic libraries union contrary to the general direction of structural reforms in universities, hinder the development of unique and individuation of university library. The core issues in construction of regional academic libraries union is about the construction of resource sharing mecha- nism and contract construction under the law amoung university libraries. Regional academic libraries union should keep the loose alliance between different libraries, and prevent from administration or organization.
