刍议“全民医保”时代我国医疗服务运作模式的构建

医疗卫生领域的社会医疗保险制度从诞生到发展已经有上百年历史,世界各地许多各国已进入了"全民医保"时代,许多发展中国家也正在引进或实施这一制度。我国在实现"全民医保"这一目标的过程中,虽然取得了一定成绩,但仍面临着巨大挑战:看病难、看病贵、医疗资源分配不均衡、政府监管失力、诱导消费显现泛滥等。实现"全民医保"的目标,需要建立完善的医疗服务运作体系,并充分发挥政府在医疗领域的监督作用。

In the field of medical and health,the countries of the world has entered the era of universal coverage.In implementing／ ＂the goal of universal health care／＂,our country is still in the process of facing huge challenges：to see a doctor,the difficulty and high cost of medical treatment resource allocation imbalance,government regulation power loss,induced consumption appeared flood,etc.Britain＇s national health service（The NHS Model） and a new round of medical reform provides reference for the construction of our country medical service operation model.Achieving the goal of universal coverage needs to establish a perfect medical service operation system,and to give full play to the government supervision in the field of health care function.
