阜新市新型农村合作医疗制度受益水平调查与分析

The Investigation and Analysis of the Level of Benefit From the New Rural cooperative Medical System in Fuxin City

目的调查探讨阜新地区新型农村合作医疗(以下称新农合)制度受益水平。方法以2005年—2014年,十年间阜新市新农合工作年度报表(国统制[2007]121号)为调查基础,测算阜新市新农合制度运行基金使用率、住院率、次均住院费用等重要指标数据,以及重大疾病保障、弱势群体救助、商业保险赔付对新农合基本补偿的补充情况,从而对新农合制度受益水平进行对比分析。结果新农合参合率连续增长,并保持在常住农业人口的95%以上,参合农民受益人数和补偿比例逐年大幅度增加,新农合筹资水平和支出规模逐年明显增加。结论自2005年—2014年阜新市新农合制度实施十年来,受益率、受益面和人均受益水平逐年提高。

Objecive Investigate and analyze the benefit level of the new rural cooperative medical system（NRCMS） in Fuxin area.Methods Using NRCMS quarter report from 2005 to 2014 ten years in Fuxin City,for the investigation of the foundation,obtains the operation of NRCMS fund system in Fuxin city using rate.hospitalization rate,average hospitalization expenses and other important indicators and data.comparative analysis of NRCMS benefit level and supplement of major disease insurance,vulnerable groups relief,commercial insurance indemnity for NRCMS basic compensation.Results Continuous growth rate of new rural cooperative medical care,and maintained at a more permanent agricultural population of 95%,the number of participants＇ benefit and compensation ratio increases year after year,the level of the NCMS funding and expenditure scale increased year by year.Conclusion The implementation of the ten years from 2005 to 2014 in Fuxin City,the new rural cooperative medical system,benefit rate,benefit and per capita benefit level increased year by year.
