农业转移人口市民化的理论依据和路径探索

Research into the Theoretical Basis and Path for the Urbanization in the Transfer of Agricultural Population

农业转移人口市民化是新一届中央政府推进新型城镇化建设的核心任务。农业转移人口市民化的理论依据有分工理论、成本收益理论、需要层次理论及公共治理理论。农业转移人口市民化必须完善三个环节:退出环节、进入环节和融入环节,并采取"三步走"战略。为此,要确定目标人群和承载平台,完善体制机制与配套政策,做实进入环节、做精融入环节和做好退出环节,建立完善的工作推进机制,积极稳妥推进农业转移人口市民化。

Urbanization in the transfer of agricultural population is the core task of the new central govern- ment for the promotion of the construction of new urbanization. The theoretical basis of the transfer of ag- ricultural population corers division of labor theory, cost-benefit theory, Maslow＇s hierarchy of needs theory and public management theory. Transfer of agricultural population involves three parts：exit link, entry link and integration link, and should take the ＂three-step＂ strategy. Therefore, we should identify the target population and the bearing platform, improve the institutional mechanisms and supporting policies, make full use of the three links, establish and improve the mechanism for promoting the urbanization in the transfer of agricultural population.
