财政性教育支出对地方经济增长的影响——以恩施少数民族自治州为例

Financial Education Expenditure Impact on Local Economic Growth——Taking Enshi Autonomous Prefecture of Etnic Minority for Example

本文在人力资本与经济增长关系的研究背景下,使用2007—2013年恩施州各县市的面板数据,研究了恩施少数民族自治州财政教育支出对经济增长的影响。研究表明财政教育支出对经济增长的贡献率十分显著,当财政教育支出每增加1%,地方GDP增长率增加0.28899%,另外地方生产总值和财政教育支出的方差数据的逐年上升,说明各县域之间的差异正在逐步拉大,其原因在于财政性教育经费与经济增长存在着双向因果关系。对此,应加强教育与经济的统筹力度,统筹各县教育均衡发展,缩小县域差距,加大教育投入力度,转变经济增长方式,实现经济可持续发展。

In the research context of the relationship between human capital and economic growth,this paper,using the2007- 2013 panel data of cities and counties in Enshi autonomous prefecture,studies the effect of its financial education expenditure on its economic growth. Research shows that financial education has contributed significantly to economic growth,while the fiscal expenditure on education increases by 1%,the local GDP growth 0. 28899%. In addition,variance data of the local GDP and fiscal expenditure on education increase year by year,illustrating the differences between counties are being gradually widened. The reason is that there is a two-way causal relationship existing in fiscal expenditure on education and economy growth. In this regard,the co-ordination of education and economic dynamics should be strengthened. Development of education in the county should be integrated and balanced so as to narrow the gap between counties. Educational input should be increased and economic growth pattern should be transformed to achieve sustainable economic development.
