基层法院民事法官案件饱和度调研报告——以江苏省连云港市基层法院民事审判第一庭为例

Report on the Case Saturation of Civil Court Judges at Grass-roots Court —— Taking the Intermediate People's Court of Lianyungang City as an Example

近年来,随着中国经济的飞速发展,民事纠纷数量也呈井喷式增长,而审理民事案件的法官数量近年来却保持在一个相对稳定的水平。随之而来的是民事法官年均审结的案件数量不断刷新纪录。一个民事法官一年究竟能审结多少案件成为法院系统乃至全社会关心的共同问题。以此为出发点,以连云港市两级法院31名法官作为分析样本,课题组通过阅卷、访谈、观看庭审录像等形式搜集了大量一手资料,经过周密的分析计算,得出民一条线民事法官案件饱和度,在此基础上提出了缓解法官工作压力的意见与建议,即:提高法官综合素质、创新和完善管理制度、提高法官的职业保障水平。

in recent years, with the rapid development of China＇s economy, the number of civil disputes has also showed a growth spurt, while the number of judges to hear civil cases in recent years has remained at a relatively stable level. That a civil judge has to hear how many cases in a year can become a common issue cared by the court system and the whole society. As a starting point, this paper made a sample analysis of 31 judges in the two courts in Lianyungang. The research team got a great deal of first-hand information by paper inspection, interviews, video- watching and other forms. After a careful analysis and calculation, it got civil judge cases saturation, on the basis of which it proposed some comments and suggestions to alleviate pressure on the judges.
