基层院检察官办案责任制探析——以H市H区检察院主办检察官责任制改革为例

Analysis of the Responsibility System of the Case Handling of Grassroots Procurators

检察官办案责任制改革的目的是为了保障检察机关独立行使检察权。基层检察院主办检察官改革虽然取得了成效,但在选任机制、保障机制、权责关系、运行模式等方面改革中出现一些问题,有必要构建合理的选任机制、完善检察官的保障机制、明确主办检察官的权责关系、建立多元的检察官办案模式,来完善检察官办案责任制改革措施。

the reform of the responsibility system of prosecutors’ case handling is aimed to ensure that the procuratorial organs can implement their powers independently. Based on the grass-roots procuratorate’s reform, this essay introduces the achievements the grass-roots procuratorates have scored in the reform and analyzes the problems of the reform, such as the election mechanism, safeguard mechanism, authority-responsibility relationship,and operation model. Accordingly, this essay puts forward relevant suggestions to address these problems.
