土地利用规划既要“进好城”又要“下好乡”

Land-use planning for both city and countryside in Shanghai

针对上海的实际情况,讨论了土地利用规划既要"进城"又要"下乡"的客观必要性,提出了新型城镇化背景下土地利用规划的新课题。本文认为:上海中心城区的土地利用规划依然必不可少,郊区的土地利用规划有待进一步深化和细化;当前的主要任务是:一要在维护和拓展生态空间网络体系的同时,不断提升土地节约集约利用水平;二要在深度推进产城融合发展进程中,加快建设都农融合城市;三要在城乡空间重构中,持续拓展公共空间。

Based on the actual situation in Shanghai, this study discusses the objective necessity of land-use planning for both city and countryside, and puts forward new tasks for land-use planning against the background of new urbanization. The author argues that land-use planning of Shanghai’s central city remains indispensable, while land-use planning of Shanghai’s outskirts needs further deepening and reifning. Currently, the main tasks are as follows： （1） to maintain and expand the ecological space network system and to enhance the level of economical and intensive land utilization continuously; （2） to advance in-depth interactive coordination between industrial development and urban construction and to speed up the construction of the urban–agricultural complex city; and （3） to expand public space persistently in the spatial reconstruction of urban and rural areas.
