摘要
如何界定《水土保持法》中规定的"重大变化"和"重大变更",业界没有一个较为系统和明确的定论,给各级水行政主管部门和建设单位在实际审批和报审中造成混淆。本文通过研究其它相关行业中对"重大变化"的界定,结合水土保持自身特点,建立了水土保持"重大变化、重大变更"界定的原则、框架、指标和定量界定标准,并确定了电厂、公路类生产建设项目的"重大变化、重大变更"具体界定,供各级水行政主管部门界定"重大变化、重大变更"时参考。
At present,there is no systematic and clear definition or conclusion regarding the ＂significantchanges＂specified in the Soil and Water Conservation Law,which cause confusion to approval authority atvarious levels and various construction units during submittal and approval process. Therefore,the author es-tablishes the＂significant change＂definition principle and framework by studying the definitions in other in-dustries and combining with the characteristics of soil and water conservation,and preliminarily proposingdetailed rules on significant changes in soil and water conservation of typical point or linear constructionprojects.
