Analysis on the Effects of Fundamental Research Business Fee in the Development of Non-profit Research Institutes and Management Problems

Fundamental research fund, a special fund for non-profit research institutes, was set to improve the research funding system, better the capability of independent innovation, and cultivate talents. In this paper ＂the Institute of Radiation Medicine, Chinese Academy of Medical Sciences＂, was described as an example, to tell the features and characteristics of the project setting of fundamental research fund, analyzed the effectiveness of the funding, and finally revealed some of the existing problems and to explore the relevant solutions.
