摘要
《体育事业发展"十二五"规划》和《全民健身计划(2011-2015)》指出要"强化公共体育服务职能,而政府购买体育公共服务是政府职能转变的有效措施,也是政府简政放权的具体体现,我国体育事业发展力量薄弱,政府在购买体育公共服务中有诸多障碍,而供需双重缺陷及法律缺陷是决定政府购买公共服务成败的关键所在。这些问题严重影响着政府购买体育公共服务效益的实现,为此,构建体育公共服务责任机制,体育公共服务多元参与机制,努力创建学习型政府,健全监管体制,完善体育公共服务法律制度显得尤为重要。
Our country sports enterprise development power is weak, the government has many obstacles in the buy sports public services, and supply and demand of double defects and the legal defects is the key to the success or failure of the government purchase of public services. These problems seriously influence the government to buy sports public service efficiency, therefore, construction of sports public service responsibility mechanism, multiple participation sports public service mechanism, strive to create a learning government, improve the regulatory system, it is particularly important to perfect the legal system of sports public services.
