Research on the Commercial Intellectual Property Rights Service Agencies Development under Innovation-Driven Environment

创新驱动发展对知识产权服务机构提出了新的服务要求。该文以国内商业化知识产权服务机构为研究对象,系统分析了其当前发展状况及面临的主要问题,主要包括整体规模小、高端人才匮乏、高附加值服务能力不足、良好供需环境缺乏等。并提出针对性的发展措施,如,整合现有知识产权服务机构、构建专业化和多样化的人才队伍、拓展知识产权服务增值空间、积极搭建供需沟通渠道、构建知识产权服务标准体系等,以促进知识产权服务机构及国内知识产权服务业的快速、健康发展,为创新驱动发展提供有力支撑保障。

The innovation-driven development proposes new service requirements for the intellectual property rights service agencies. This paper takes the domestic commercial intellectual property rights service agencies as the research object. We analyze its current development situation and existing main problems, such as the small overall size,the lack of high-level talent,the short of high additional value service ability,lack of good supply and demand environment, etc.To promote the fast and healthy development of the intellectual property rights service agencies,we put forward the corresponding development measures, including integration of existing intellectual property rights service agencies,the specialization and diversification construction of personnel, intellectual property services value-added space expandation, efficient supply and demand channels construction, and formation of intellectual property services standards system. With these means,the domestic intellectual property service industry, can provide strong support for the innovation-driven development.
