我国城市街道办事处问题研究现状与展望

A Review and Prospect of the Research of the Sub-district Office in China

自1954年设立以来,街道办事处就一直作为市辖区或者不设区的市政府的派出机构而存在。改革开放以来,街道办事处的社会管理体制面临着诸多问题和挑战,针对街道办事处的改革迫在眉睫。学界出现了关于街道办的存废之争,近年来一些地方也开始对街道办事处进行试点改革。解决目前街道办事处出现的问题,必须通过理论探讨与实践考察相结合对街道办事处的法律地位、职权配置进行合理的定位。

The sub-district office has existed as an agent organ of municipal district or municipal government since its establishment in 1954. Since the reform and opening up, the social management system of sub-district offices is faced with many problems and challenges, and the system of sub-district offices needs reform imminently. The abolition of the sub-district office has been discussed by the academia, and some places have begun to conduct pilot reforms of the sub-district office in recent years. To solve the problems related to the sub-district office, firstly we must give the legal status and authority of sub-district office a correct orientation through the relationship between the sub-district offices and other organizations.
