水电工程移民安置问题的探讨

Study on the Resettlement of Hydropower Projects

水电工程在为我国经济发展和社会进步发挥巨大效益的同时,也不可避免地产生巨大的淹没损失和大量的移民。对于移民的安置不仅是一个经济补偿问题,而且是一个重要而又复杂的社会问题。文章阐述了移民安置工作主要存在着移民外迁的故土情结、政策标准不统一、组织实施管理不完善、移民安稳致富难等问题,并提出了解决问题的对策。

Hydropower projects are creating an enormous benefit for both our economic development and social progress,however,huge inundation losses and large immigrants are inescapable.How to properly resettle immigrants is not only an economic compensation,but also a vital and complex social issue.The paper discusses the problems during resettlement which mainly include：hometown complex due to immigrants’relocation, un-unified policies and standards,poor organization and implementation,immigrants’stability and prosperity,and it also put forward the solutions to the above problems.
