新苏南模式下农民财产性收入问题研究

Research on Farmers' Property Income Under the New Southern Jiangsu Province Pattern

实现苏南地区"两个率先",缩小城乡居民收入差距,就必须在不断提高工资性收入、经营性收入和转移性收入的同时,积极创造条件努力提高农民的财产性收入。新苏南模式下农民财产性收入占总收入的比例小,地区差异大,城乡差距不断扩大。增加苏南地区农民的财产性收入,"又好又快"地推进全面小康社会建设进程,应采取积极的对策:一是要转变农业发展模式,多渠道增加农民收入;二是要明确农民土地财产权的主体地位,完善征地补偿和土地流转制度;三是要保障农民房屋的用益物权,培育农村房屋产权市场;四是要完善农村金融体系,开发针对农民的金融产品。

To achieve the ＂two leadings＂ in southern Jiangsu province, narrow the income gap between urban and rural residents, conditions must be creative to improve farmers′ property income actively, and improve the wages income,household business income and transfer income constantly in rhe meantime. Farmers′ property income accounted small in proportion of total revenue, regional differences become larger, and urban rural gap is widening under the New Southern Jiangsu Pattern. To increase farmers′ property income in southern Jiangsu, promote the construction process of well-off society rapidly and perfectly, positive countermeasures should be adopted ：1 transforming agricultural development pattern,to increase farmers′ incomes through multiple channels; 2 determining the dominant position of farmers′ land property, to improve the land compensation and land system; 3 guaranteeing the farmers′ housing usufruct,to cultivate rural house property market;4improving the rural financial system, to develop financial products for farmers.
