治理理论视野下的城市社区民主自治路径分析——以珠海市香洲区为例

The Democratic Autonomy of the City Communities under the Perspective of Governance Theory——A Case Study of Xiangzhou District,Zhuhai City

城市社区民主自治存在民主自治行政化严重、基层自治组织发育不完善、社区基层群众民主参与程度不高等诸多困境。这是由传统社会治理模式的制度惯性、社区民主自治但不自主、基层群众政治参与冷漠等一系列原因造成的。治理理论为我们提供解决路径,重新构筑行政与自治的有效平衡、塑造利益相关性治理网络、积极引导多元自治主体的介入等。

The city communities are faced with a lot of problems on their way of democratic autonomy such as serious administerization,imperfect grass-root autonomous organizations,and low rate of participation.These problems are caused by systemic inertia of traditional social administrative mode,communities＇ lack of autonomous right and grass-roots＇ indifference.The governance theory provides the way to reconstruct the effective balance of administration and autonomy,to build interest-related administrative network,and to introduce multiple autonomy subjects.
