基层环境监管面临的形势与对策

Situation and Countermeasures for Environmental Monitoring at Grass-roots Units

分析了基层环境监管面临的形势与存在问题。认为,环境执法的职责界定不清;执法能力不足以及环境执法效能不高是当前基层环境监管存在的主要问题。在分析存在问题的基础上提出了应对建议。即,实施环境网络化管理模式,依法执法、严格执法及推进司法联动等,是做好环境监管工作的有力措施。

This paper analyzes the situation and existing problem at grass-roots units. The existing problems include role definition is not clear, enforcement ability is insufficient, efficiency is not high. Suggestions are put forward based on analyzing existing problems including the implementation of environmental management network model, law enforcement, judicial linkage.
