摘要
中国已经进入了政府绩效管理制度建设的快速发展期。完善的政府绩效测量与评估的方法体系是建立政府绩效管理制度的基础。目前对政府绩效测量与评估方法的学术探讨与实践需求之间形成了较大的差距。从测量理论出发,结合政府绩效测量与评估的特殊性,建构包括逻辑、生命周期、行动步骤和知识四个维度的政府绩效测量与评估方法体系,将有助于弥合理论与实践之间的距离,推动政府绩效测量与评估方法体系迈向成熟化、系统化和独立化。
China has entered the fast developing period of the performance system construction .The sophis-ticated evaluation of government performance and method system are the basis for building government performance management system .There is a gap between the academic study and the practice demand of the government performance measurement and evaluation method .Based on measurement theory , combined with particularity of the government performance measurement and evaluation method , it would fill the gap to construct a method system of government performance measurement and evaluation method which includes four dimensions of logic , life cycle, action steps and knowledge .And it would promote the integration of theory and practice and make the method system of government performance measurement and evaluation method more mature, systematic and self-contained .
