涉外非战争军事行动航空运输保障能力建设研究

Research on Building up the Support Capability of Military Airlifting in Overseas Non-War Military Actions

加强涉外非战争军事行动航空运输保障能力建设,是贯彻落实军事力量"走出去"战略、提升我军参与国际事务能力的重大现实问题。分析了涉外非战争军事行动航空运输保障存在的问题:缺乏顺畅的跨国航空运输保障协作机制、一定数量规模的远程航空投送力量、适应国际标准技术性能的载运工具、适用配套的航空运输地面保障装备和涉外非战争军事行动区的基地网络,阐述了涉外非战争军事行动航空运输保障能力构成要素,从协作机制、投送力量、法律法规、保障装备、海外基地等五个方面提出了加强涉外非战争军事行动航空运输保障能力建设的对策措施。

To strengthen the support capability of military airlifting in overseas various military actions has an important role to play in carrying out our army＇s strategy of going abroad and promoting its capability of participating in international affairs.Analyzed in the paper are problems existing in our present support capability of military airlifting in overseas non-war military actions,such as the lack of the smooth mechanism,the shortage of a certain scale of the long-distance aerial projection power,the lack of shipping equipment in conformity with the international standard and the shortage of ground support equipment and oversea base network,with the important constituents of the support capability dealt with.Put forward also in the paper are five measures concerning the cooperative mechanism,the projection forces,laws and rules,support equipment and oversea bases to strengthen the support capability of military airlifting in various oversea non-war military actions.
