摘要
贝雷钢便桥采购招标主要采用最低价评标法、综合评标法、合理低价评标法,而这三种评标法的实际操作结果经常是以最低价中标。提出了基于AHP的使用期评标法,不仅考虑了采购成本,而且考虑了使用期间的维护费用,11项指标的评分依据为投标人指明了努力方向。通过这一评标法可以有效地规范市场、避免最低价评标法引起的不合理问题。
The lowest reasonable price evaluation method,the comprehensive evaluation method and the reasonably-low-price bid-evaluating method are mostly used for bidding for and procuring portable steel bridges made up of Bailey panels.However,in the actual operation process,the bidder who wins the bid tends to be the lowest-price bidder.An AHP-based Operating-Life Bid Assessing Method is put forward in the paper,which takes account of not only the purchasing cost but also the maintenance expense during use.The eleven evaluating indicators of the bid-assessing method set up clear standards for tenders to work for.This assessment method helps standardize the market and avoid the unreasonable problems caused by the lowest-price bid-evaluating method.
