摘要
收集国内7类共74个绩效评估案例和7个国际典型国家的绩效评估体制模式作为"关键事件",采用"关键事件锚定"的方式进行比较分析,结果显示,国内外绩效评估体制有着诸多不同。我国以地方"自发体制"为主,国外凸显"顶层设计"特征;我国以地方规定、政策为制度基础,国外强调国家法律赋权;我国缺乏核心绩效评估负责部门,国外以向国会负责的审计署作为绩效评估核心推进单位。借鉴国内外已有经验,可从重塑管理哲学和改进具体操作两方面着手来深化我国政府绩效评估体制改革。
This paper collects a total of seven types of domestic performance evaluation models that consist of seventy-four cases, and seven international typical countries' performance evaluation system models as "the key events" and uses an approach of "critical incident anchor" to make a comparative analysis. The result showes that there are many differences between performance evaluation system at home and abroad. The former has a strong characteristics of "spontaneous system" while the latter highlights a "top design" features. The former takes local regulations and policy as institutional foundation while the latter emphasizes the legal empowerment from the state.The former lacks a core responsible performance evaluation departments while the latter sets up the Audit Office responsible to the congress to carry performance evaluation forword. Using the domestic and international comparison for reference, we suggest taking two measures of managerial philosophy reinventing and operation reinventing to prompt China's government performance evaluation system reforms.
