“Made in China 2025”: Local Promotion and Policy Dilemma

"中国制造2025"国家战略在全局统筹、政策协调等方面仍然存在不足,地方版2025实施方案在重点领域、主要任务和保障措施方面与国家战略重合度较高,结合本地实情不够,且大多数地方缺乏推动制造强省(市)的政策抓手。建议国家层面进一步加强政策统筹,给予地方政策创新更大的探索空间,引导地方因地制宜细化落实方案,找准自身定位、推进路径和政策抓手。

The national strategy of ＂Made in China 2025＂ remains inadequate in the aspects of overall planning and policy coordination. Local version of 2025 implementation plan has many similarities with the national strategies in key areas, main tasks and guarantee measures. It is not so suitable to the local conditions and most of the local governments have poor effective policies. Policy overall palnning is suggested to be strengthened in national level, giving more exploring space on policy innovation to local government, guiding local government to refine the implementation of the plan, obtain a proper position, promote path implemention and adopt more effective policies.
