推进法治中国建设是全面深化改革、全面建成小康社会和全面从严治党的保障和支撑。全面推进依法治国要发挥立法的引领作用，改变立法部门化倾向，推进科学立法与民主立法，实现对正义进行公平、合理的分配；严格执法与建成法治政府目标尚有不小差距，要继续深入推进依法行政，加快建设法治政府；解决影响司法公正和制约司法能力的深层次问题，提高司法公信力；坚持把全民普法和守法作为法治中国建设的长期基础性工作，增强规则意识，强化制度建设，提高依法办事的能力和水平，促进全社会形成尊法、学法、守法、用法的法治环境。

The comprehensive advance of the country governed by law is the security and support for further re- formation, establishment of wealthy society and strict rule of the Party. To comprehensively advance the government of country by law involves letting the legislation take the role of leadership, changing and avoiding department tend- ency of legislation and enhancing scientific legislation and demonstrative legislation, and realizing the impartial and reasonable distribution of justice. It is still a long way to strict enforcement of law and a government ruled by law. It is necessary to further advance the law-based administration and speed up the government by law, solve the deep-in- side problems that affect the judicial justice and ability, enhance the justice credibility, take the law popularization and abidance as a long-term basic task, strengthen consciousness of rule and system construction, enhance the ability of ruling by law, promote the legal environment of the whole society to respect the law, study the law, obey the law and utilize the law.
